You've got the right idea.  Some thoughts, looking here:

You already found 

        To program an arc that gives more than one full turn, use a
        P word specifying the number of full or partial turns of arc.

and probably also

        If a line of code makes an arc and includes rotary axis
        motion, the rotary axes turn at a constant rate so that the
        rotary motion starts and finishes when the XYZ motion starts
        and finishes.  Lines of this sort are hardly ever programmed.

To do full circles, don't program X and Y words:

        No axis words and one or more offsets must be programmed for
        full circles.

So, starting at X=0 Y=0 C=0 you could have 10 full turns like

G2 C3600 J10 P10

No looping is required.
