A HostMot2 encoder error means that the encoder counter sensed that the A and B input changed at the same time (this is an illegal condition for a quadrature encoder). This can be because of a faulty encoder, or more likely electrical noise. I would try rearranging power/encoder cabling, use differerential signaling if you are not already doing that, checking that the 7I48 is jumpered properly for the encoder interface mode (TTL or differential), enabling the encoder filter, and if nothing else helps, slow the encoder digital filter as low as you can.
