We have an LPKF circuit board milling machine with automatic tool change. The tools are lined up in a row in spring loaded holders, and have some means of gripping the collet nut while slowly rotating the spindle to tighten or loosen the nut (at least that is how it appears to work). I haven't disassembled it to verify my guess on its operation, but I do know there is no through-spindle mechanism for releasing the tool. Some kind of similar system might work for your ER20 collets.
