You lose torque if the PWM duty cycle is more than 95%, so you need to
make sure there is a limit to avoid that.

You might still hit the drive current limit at quite a low duty-cycle,
if the motor impedance is low.
Increasing the PWM frequency might help. If it squeals it is probably
current-limiting.
