His block diagram shows that there are a few analog chips and fets, plus
an arduino mega. If he only needs a PCB shield made up, can he tell us
whether the arduino mega he's using takes the standard shield, or
there's a different one for mega? (There are Eagle macros for a number
of shields, so some work is already done.)

Eagle is free for non-commercial use, but the free version won't do
anything much bigger than an arduino shield.

It is cheap to have a board or two made up in Malaysia, and you can
email them the Eagle PCB file if you're not familiar with generating the
CAM files.

A quick look at my installed Eagle libraries didn't show an LM1815
macro, and nor was there one at:

It would be necessary to spend a few minutes making one. But then, gEda
probably is in the same boat. I've just downloaded an LM1815 datasheet,
and it wouldn't take much to bang together a component macro for him, if
he does decide to go with Eagle. Which package is he using, SMD or DIP?
(SMD is easy to solder, especially at the wide (1.27mm) pin spacing of
SOIC. A cheap wave-soldering tip on your iron makes it quicker than
soldering DIP devices, and the absence of through-holes makes for a more
complete groundplane, which gives a nice low impedance ground - an asset
for clean signals.)

shows that EAGLE Standard: Layout+Schematic is several hundred dollars
for a quite limited PCB size. (But I wouldn't be keen to pay for EAGLE
Professional, unless I really needed it.)
