I am going to have a ring mounted on the quill that will have 4 1/4" 
loc-line nozzles attached. It will have one input port from the pump. 
The smallest decent pump that I could find over here is the 74L/min 
unit. That is fitted with a 1/4Hp motor. Even if I go to the 1/8Hp 
motor, it still has a 71L/min flow. I will fit a flow restricting valve 
that I can use to manually tune the flow.
The whole thing is enclosed so the splatter will not be an issue. The 
160L is as a result of the bin to collect the chips. I have a second 
reservoir next to this bin to hold the overflow. The pump is also 
situated on the second bin.
