I use Loctite 603 for this and lots of similar jobs. It provides a very strong 
bond, even in the presence of oil. It is a little stronger than 640 but quicker 
setting, so make sure you get the shaft right in, first time, and to full 
depth, otherwise you won't get it back out without heating to break the bond.

A conversation with the technical chaps at Henkel Loctite tells me that the fit 
between shaft and hole should be a non-clearance fit (i.e. a light push or 
press fit). Although Loctite can cope with a very small gap, it is set by the 
exclusion of air, and there is some interesting information on the Loctite site 
(www.loctite.co.uk) about what happens as the adhesive film shears in a press 
or tight push fit. 
I have used 603 for several highly stressed joints in steel and aluminium, and 
it has not failed me.
