I think this is already possible. The tool table allows tool offsets in 
XYZABCUVW. 

So, if the tool1 is at 10,10 and you change to a tool with an X axis offset of 
1 then the apparent tool position becomes 11,10 and a move to 10,10 would shift 
the head 1 unit in X
