Auto and speed shops use a boring bar on a similar mill or a boring jig.
The boring jigs require the sleeves to be in the block in order to mount

I had to do a few sleeves a bit larger than yours (4.5" x 9.75") but I only
had a .001-.002" to remove so I just used stones and a hone with a drill to
dial mine in.
