Sometimes if you can find a scrap yard around your location, you can
find something that can suffice for a machine base.
I once bought a cast steel die table for $100. The hard part was
moving it. Even with a large hand truck it was difficult. Scrap is
being bought by scrap yards for $100/ton around me. If the scrap yard
sells something for $250/ton they are happy. The scrap yard guys will
oftentimes put things aside that they think they can resell for more
than scrap value. Call a few up and see what they have.
Also check Ebay and Craigslist. A heavy welded steel table is
oftentimes difficult to get rid of.

The stability of the wood depends on the variety and other factors.
Redwood, cedar, and fir tend to be very stable. I don't have access to
a welder right now and steel is very pricey in my area, so will have
to compromise.

Its very heavy and utterly stable. The mill was bolted to a sub-base
made from thick walled steel box section. I had planned to shim under
the bolts holding the mill to the box section, but very little
adjustment was needed, as thick box section is relatively flat. It
can also be surface ground if necessary. I would go the same route
with a lathe. The stand is so heavy it helps dampen any vibration.
