Maybe the method with a resistor on protective earth could be rather safe if limited to below dangerous level but it will not blow fuse so some eath leakage detector is needed. Normally idea is broken conductor come in contact with protective earth blowing the fuse but it will not help if you come in contact with a conductor, prefer to stay away from grounded equipment then working with high voltage because of this.
