I can recommend the Rigol DS1054Z, which is a 4-channel scope capable of plotting up to 100mhz. If you watch deals you can pick it up for a bit over $300. This instrument has been the single most insightful tool in my hobbyist attempt to learn electronics. It will also decode serial signals.
