Provides 5V from the PC side for the isolated connectors.  That's pretty 
standard in a lot of BoBs.  The outputs aren't isolated but they expect the 
motor drives to have optical isolation.  It's only the inputs that are powered 
from the PC side.  It's all pretty convoluted.  Often you can add a jumper that 
carries the 5V from the control side to the PC side.  I have a non-Chinese one 
that is quite similar that I used with the BeagleBone and MachineKit when I was 
first playing around with the CNC on this mill.
