Sure you can ask them for one that suits your power range. I don't really know how are customs regulations in the US. Here in Argentina any normal citizen can import in one shipping up to 50 kg and 3000 USD (this is only for courier). Untill now I never had a problem with Alibaba. I was reluctant at first too but there are more and more user opinions and also lots of companies certified so now you can be a lot more confident before you purchase.
