 The press or temperature or impact (a BFH) question is - depends on what
equipment you have to facilitate the installation.
Liquid nitrogen is better than dry ice. Dry ice is ~-125F and liquid
nitrogen is ~320F. 2 inch steel will shrink ~.006in @ -320F from room
temperature.
A 2 inch bushing will rattle into a .002 undersize bore. You will still
have bushing ID distortion no matter how small the interference fit. Take
care of the distortion after the installation.

 The more important question is 'what is the running temperature of the
assembly and the coefficient of expansion of the materials'. If you are
putting a steel bushing in an aluminum plate you will want more
interference.

 To answer the asked question I would say "Use a cylinder hone to size the
bore of the bushing as required". You don't want a glaze breaker ball hone.
You want to use a 4 stone cylinder hone.
