I have never seen full schematics for any of the Mesa cards.
From porting the FPGA logic to different platforms (SoC+FPGA devices
with hard-IP ARM cores and FPGA fabric on the same die) I believe all
the FPGA "gate" logic is available.
The one thing I know of that is missing is some "firmware" for the
Ethernet connected platforms. IIRC the Ethernet connected boards
contain a soft-core CPU built out of FPGA gates which runs just enough
of an IP stack to be able to talk to the other end. I believe the CPU,
it's programming language, and the tools used to build the program image
are all custom. The CPU itself is in the HDL source code but as far as
I know the firmware and tool-chain are proprietary.
As for interfacing the FPGA I/O pins to whatever you need for your
machine control (24V I/O, +/- 10V, ESD protection, etc), that's "left as
an exercise for the reader".

It has been done, there is someone in Bulgaria building machines
around their own "Mesa" cards.
I don't think that the PCB designs are open hardware as such, I think
you would need to design your own PCB.
