First issue was SAMBA can't be installed on the older OS. Also the DLINK DWA-140 USB WiFI connected and appeared to work. But a few hours later the entire machine was locked up. Hard reset required to undo that issue. Tried that 3 times and decided not worth the effort. Perhaps could be solved with an apt update and apt upgrade but that no longer works on 2.8.1 either. That's why I wanted to upgrade with the slightly new PC to 2.9.4 (actually 2.9.3 first and then apt update and apt upgrade to 2.9.4). A second low profile hardware Ethernet card off Amazon and SAMBA gave me MESA7i92H access and into my windows network. Until the Vers.By touch screen had issues. I sure hope he's alright. He was in Belarus but changed his email to Georgia.
