It was turned on by default in 1.13.0, on the incoming branch. We have not merged to master because it's a big change and wanted to give people time to test on it.
The SDK should use 1.12.0 I believe, which is before fastcomp-by-default, but there was also a beta version with fastcomp for testing. Not sure which version it was on. But emcc -v will tell you.
