Can you try upgrading to Emscripten 1.22.0? I think that has improved the
error message for that particular error. For example, when I run 'emcmake
a_dummy_file.txt', I get the following error:

The key is that the very first ERROR message lets you debug what it is it's
trying to run.
Also, try just typing 'cmake'. Does that print you the cmake help line with
version information? If not, can you double-check the installation of
cmake, and make sure it is set in PATH?
