It's possible 1.27.0 has bugs that were since fixed. The master branch is currently on 1.29.0.
I checked on 1.29.1 now, running emcc --clear-ports --clear-cache and then ./tests/runner.py browser.test_sdl2_image and it successfully downloads and builds sdl2 and sdl2_image. If upgrading doesn't fix things, check what version.txt is in the SDL port download (~/.emscripten_ports/sdl2/SDL2-master/version.txt).
