CBC of course has been in use for a long time; no dispute there. However, CTR mode has been the mode specified for network access in a lot of "new" wireless access networks, including 802.11, 802.16, and 3GPP2 link layers.

I would contend that CTR mode is more suitable -- compared to CBC -- for high-speed encryption also :). Anyway, we are not discussing 3723 here.
