core: Limitation addition for downgrading DC's compatible version. Downgrading a DC's compatibility version can cause in some cases a downgrade of the attached storage domains' format which is not supported. Also, it can be downgraded to versions which does not necessarily support some of the DC's attached domains. Hence a limitation was added in this command's CDA.
