Patch Set 3: was talking to ayal about this patch. we may want to modes for it: 1. "prepare" - will block only commands creating async tasks. this will allow admin to move engine to "prepare" mode a few hours before the planned maint schedule to reduce chance of async tasks lingering in the system. 2. "maint" - will block any action, so compensation can occur without incoming commands.
