To be used for signing, a key does not have to be trusted nor valid, it just needs to be non-expired, non-revoked and well-formed. To be used for encryption, a key needs to be valid (referring to your "key+userID combination" definition of what valid is) or Enigmail could be set to also accept non-validated keys to encrypt-to. Personally, I like the terms - - "well formed" (and avoid "valid" to express technically correct) - - "validated" (expressing that a person assigned trust) - - "trusted-user" (which I consider even more clear than "user trust") But as non-native speaking, this might be wrong. Also mind that these terms need to be translated and fit into - - the language used by the translator - - the terms usually used within other OpenPGP products - - and the Mozilla naming conventions.
