I think I tracked down the issue I was experiencing.  When someone sends an 
HTML message that they
want to encrypt, they get a warning:

Message contains HTML formatting information that will be lost when converting 
to plain text for
signing/encryption. Do you wish to proceed?

they click 'Send Message Anyway'

I get the following:

Subject: asdf
X-Enigmail-Version: 1.6

Thus enigmail can't do anythign with it.  Being fastitious about only sending 
plain-text email
avoids this issue.  I'm not sure what else can be done.
