Then in theory my consistently set UTF-8 encoding across OS, MUA, GPG
and text editor in conjunction with an in-line signature shouldn't
have broken some Hebrew I was quoting except ... oh wait, it did.

So allow me to rephrase:

allegedly no known problems with other language character sets, but
sometimes gremlins attack.

There that should do it.  As for my experience with PGP/in-line, I
will only consistently trust it not to break things if I am encrypting
or doing this (hint: it ain't encrypted):
