I compose an email to person A. That email, per-recipent rules, is both signed and encrypted. Ctrl-E reopens the 'Send Later' message to person a in the Outbox. I highlight the original email address, person A, and delete it. I enter a different email address, person B, and select 'Send Later'. The email to person B is now also saved to the Outbox. Per-recipent rule for person B is to sign only. It does not get signed. I added this to Bugzilla also.
