The only enhancement needed is user education.

It seems you are confused about signing versus encryption and how the keys in
each case are specified/selected. The key selection in the OpenPGP security
selecton of each account/identity is for you to specify YOUR public key for
signing.  It will be added to the list of recipients iff default-key,
default-recipient <ID>, or default-recipient-self are specified in gpg.conf or
on the command line Enigmail sends to gpg. These are best thought of only as
SIGNING keys. (I'm currently testing Enigmail 1.7 nightlies against the most
recent and future Seamonkey releases, so I cannot be sure what the 1.6
messages exactly say.)

Keys selected via "the 'TO' category" are your recipient's keys for
encryption, the key(s) your message will be encrypted to. Recipient keys for
encrypted messages are selected via the email address or by per-recipient rules.

You may wish to spend some time becoming familiar with the Handbook and Quick
Start Guide in the documentation section of the Enigmail web site

list.
