Hi Bill, This is the difference between inline PGP and PGP/MIME. You are apparently used to PGP/MIME, where the email message and any attachment are encrypted & signed together in one bundle (and decrypted in one bundle), while with inline PGP the email message and attachments are encrypted & signed separately (and decrypted separately).
It is worth highlighting that with inline PGP the name of the attachment is not encrypted, just as the subject line of an encrypted email is not encrypted. So if you think you have documents with sensitive names, you should suggest to your correspondent to use PGP/MIME. PGP/MIME is the recommended setting nowadays, however some older & less robust email clients like Outlook don't have PGP/MIME functionality, only inline PGP.
