The .pgp extension means that the attachment is still encrypted. You
need to decrypt that attachment, the easiest way is to right-click on it
and select Decrypt and Open or Decrypt and Save As. Use whatever program
you normally would for the attachment.

If you use PGP/MIME you will not have to deal with .pgp attachments, as
the attachment will be decrypted at the same time as the content of the
email.
