I am using:

Windows 10 Home
Thunderbird 45.2.0
Enigmail 1.9.4
GnuPG 2.1.14 (from: https://gnupg.org/ftp/gcrypt/binary/gnupg-w32-2.1.1
4_20160714.exe)

I am attempting to import the attached PGP certificate through Enigmail
using the GUI from an email. This is not working with the above
configuration.

Next, I downloaded the file and attempted to import it from the Key
Management windows. This did not succeed.

I was afraid that GnuPG has a problem, so I used gpg directly from
PowerShell with success.

I deleted the imported certificate and went back to the Key Management
GUI and tried the following without success:

1) Import from clipboard        : Gives no feedback
2) Import from URL              : Gives no feedback
3) Import keys from file        : Shows: Error in importing public key

I then tried to import a public key from a keyserver

I search, found, and successfully imported the PGP certificate.

Summary:

Enigmail 1.9.4 on Windows 10 with Thunderbird 45.2.0 is failing to
import PGP certificates using the following methods:

1) Import from clipboard
2) Import from URL
3) Import keys from file
4)
Import from the Thunderbird GUI
