TB's addressbook is not the reference for the per-recipient rules. They
are stored in the users profile directory under the name "pgprules.xml".

I'm not familiar with Windows terminal server. Are the profiles stored
on the server? If yes, maybe a link to a common used file, replacing the
pgprules.xml file in each users profile can be a working solution. You'd
have to experiment, since links on windows can be tricky.
