Essentially Enigmail only provides a JS wrapper to GPG itself, so the
recipient check when encrypting or list-key flag when looking up keys
will match whatever strings would also match on the command line.
Matching all or part of a UID in that context is always going to be
supported and thus Enigmail will inherit that.

Just as there will always be people who ask about it instead of
reading the manual(s).

Besides, a PRR isn't the only way to override key selection with
Enigmail, it's just the easiest to do solely through the GUI.  It's
drawback is it's only set in Enigmail, it can't be used by GPG outside
of Thunderbird.  Setting a group line in gpg.conf with a corresponding
mapping in the PRRs, however, will work in both Thunderbird and on the
command line.

Enigmail, as far as I am aware, is still unable to use a group line
directly from gpg.conf.
