Thanks for your response, it gave me an interesting clue. 'gpg2 -k'
gives me the same error about bzip2, but 'gpg -k' works. However, I
think it's better that I use gpg2 because I've read in a few places that
gpg2 is better for desktop purposes <https://linux.die.net/man/1/gpg2>.
Also, Enigmail rejects gpg because /usr/bin/gpg is out of date (it's
version 1.4.20, but apt-get can't find anything more recent than
1.4.20). So I think the problem is in my gpg2 configuration. I don't see
any zip settings in .gnupg2/gpg.conf nor do I see a 'preferences string'.

"Import Keys from file" option lets you import all of the keys from a
keyring file. I have the same issue if I try to import a single key from
a .asc file.
