That is not what is happening here.  I have a pre-existing PRR for one
of my correspondents--
email address / key / encrypt Always / sign Always / PGP/MIME possible

The prefixed autocrypt:// rule --
email address / key / encrypt Possible / sign Possible / PGP/MIME always

Unless I intervene, emails to that address are sent--
encrypted / not signed / PGP/MIME
