Better still have the email address for the enigmail mailing list, actually use PGP. No account registration or other administrative overhead. All emails would be signed and thus inherently verifiable as human.

This is not true. I've seen OpenPGP-signed spam mail in the wild. Users set up PGP Desktop's email proxy to automatically sign all outbound email, then got hit by a virus that made their PC start sending out spam. Presto, PGP-signed spam mail.

OpenPGP is not a silver bullet against spam.
