no. its the jpeg encoding quality. ie "75 = 75%" "100=100%" "25=25%" etc. its
the quality of thew jpeg encoding itself - it more jpeg "artifacts" will occur
the lower the quality level. this is completely separate from the scaling.
remember epeg gives up some quality on the scaling front to achieve speed. if u
want quality bar none, use imlib2. it will still beat imagemagick by a long shot
in speed, but keep quality too for the scaling pipeline.

hehehe good plan! :) you should get a good hmm 20-50 times speedup from my
experience with imagemagick.
