"Manually" is bad.

I'm pretty sure there's a way in configure.in to conditionally
generate debian/changelog from debian/changelog.in iff[1] it exists.
I can play around with that if people are interested.

But it sounds as if at least one resident Debian developer agrees with
me, so yay! :-)
