There is the --enable-cpu-neon arg to configure, and a run time check.
As long as they both pass, it will use neon.

If you really want to check open one of the _neon files in blend, shove
a printf there and make sure it gets printed (then get rid of it
because your performance will then suck ;-)

As raster said: Head expedite uses a weighted average.

I think it was mostly to make sure neon doesn't look too good on the
massive speed ups in image blending tests ;-)
