Well, the subject line of the commits is automatically generated. Having the SVN commit to email hook script try to figure out if it's an API change is probably not gonna happen for a number of reasons. Hacking up that script to allow some sort of flag in the log message to trigger an addition to the email subject line might be possible, I've not looked at that. Once we do that, everyone will want one.
