Well, this kind of issue will be severely diminished after the release, since API breakage and even API inclusion will be handled quite differently. The thing is, for that to work, we have to do some breakage now, otherwise we'll be stuck maintaining a bad API for sometime. I don't think there is a need right now to change the commit hooks to warn about this since, as I said above, the problem will disappear in a bit. If people just warn here on the mailing list about breakages that happened or are going to should be quite helpful already.
