This is illume. It's for tablets/phones. It maximizes all the windows, and it also doesn't decorate. If you want to activate it, you can either load the illume modules (all the illume modules except for "Illume" because you want Illume2, not 1), or you can remove your ~/.e directory, and on the first time wizard, choose the Illume-Home configuration.
