at which phase is this?

I recall the algorithm was something like split the rectangles, then
try to merge them. Maybe the "add them back" is in the hope to merge
them phase?

Also, if possible feed those rectangles to eina_tiler, it should be
the same algorithm but easier to test, no need for evas.
