I do believe that for openSUSE the work Sleep_walker is doing is more than sufficient. Hannes Janetzek also provides a PPA for Ubuntu with binaries packaged directly from the SVN.
I am not aware of anything for fedora but as far as Debian goes what about the packaging/debian folder that has existed in SVN for a long time now?
