work for doing a wallpaper:
  10 units.
work for doing a full theme:
  1000000 units.

even just recoloring a theme is a fair bit of work to do well. dark has very
carefully pre-drawn gradients WITH dithering to keep them really smooth, and
lightening them will produce unintended artifacts, if not done carefully. also
then shadowing and other stuff needs to be re-evaluated etc.

not saying that it cant be done or will not be - saying that amount of work is
a lot, and at this stage dark is not even complete or finished. even elements
that LOOK finished could do with polishing and improvement, but at this stage
there is no luxury time to polish everything there until it is complete.
