Vasiliy, we have removed the packaging stuff from the main repositories, and the idea would be for them not to return there.
Regarding doing the ppa, we have a somewhat official ppa where we are keeping the stable stuff built: https://launchpad.net/~efl/+archive/trunk If you would like to help out or maintain another "unstable" repository there, ping me on IRC so we can talk about that.
