Hello.

As of today the second merge window for the 1.9 cycle is open. (I know
merge window is not 100% accurate here as we mostly commit directly
and not really merge but it make it so much easier to understand).

Raster and others already started to commit bigger changes. Feel free
to do the same.

One word on the next stabilization phase coming after this merge
window (starting 11.02). On some commits during the first
stabilization period I was a bit lax. It was the first time we are
doing a release cycle like this and I realize people need to adapt to
changes. I also had in mind that another merge window with big code
changes will follow anyway.

This laxness will be tuned down on the second, and last, stabilization
period. Think twice before you commit something during that time when
it does not clearly fix a bug (best with phab ticket number). This
last stabilization period will heavily influence how people will
perceive or change to doing rapid releases. It can go from "to early,
to buggy" to "Good job". I for one would like to see the later.

Besides these words of warning I'm pleased so far with handling the
release. People played by the changed rules and focused on what was
expected during the different periods. Thanks!
