You are more than welcome to enter the discussion. Removing Tiling1 is not an option. Tiling1 is a released module that has been in core since even before our first release. We can't just remove functionality our users rely upon. It worked perfectly with e18 and got broken due to the vast amount of module (internal) API that got broken since then. It is still maintained.
