What we basically want is some way of Q&A system, right?

Combine that with a way to approve/rate/like answers that are correct
and you basically have what stackpoverflow does.

Its basically a knowledge base system which allows for clear Q&A.

I have no idea what software they use but at least the ones from Fedora
or Ubuntu would be FOSS I think.
