You can vary the number of virtual desktops relative to the number of
multiple desktops.  Since each of the multiple desktops can have a
different background, you should be able to find a happy medium
(depending on machine horsepower/performance issues).

For example, I think the default is 2 desktops with 4 virtuals each.  I
ended up sticking with 3 multipl/4 virtual for a while.  Then when I
wanted more than 3 different backgrounds, I added 3 more desktops and
dropped the number of virtuals to 2.  This gives the same total of 12
desktops, but with 6 different backgrounds instead of 3.  I didn't
notice any performance differences really, except for twice as many
swishy sounds when you login to the default theme.  Screenshots here:
